THERE IS A LOT TO BE SEEN IN EUROPE, TAKE YOUR OPPORTUNITY The students were sent to travel to Europe by these words  Kiril Todorovski a Faculty of informatics student with excellent average and up to date he did not have a chance to travel outside of Macedonia. On the other hand Ivana Nedelkovska is a Faculty of Dramatic Arts student and she used to study about art and culture of other countries, but unfortunately she did not have a chance to visit them. These are part of the students who have taken the challenge in one month to be part of the mission: “Macedonian ambassador in 30 days” as the mission was called by them. On this new journey they will meet European countries and their democratic values, peoples and cultures, and they will talk about their country and invite the European citizens to visit Macedonia. The students were selected over a public competition, in accordance with the average grade, regularity in following the teaching process and knowledge of foreign languages. |

In the frame of the program “Responsive institutions” the Citizens Association MOST is organizing Conference “Institutional mechanisms for cooperation between the Parliament and Civil society in Republic of Macedonia“ The conference will be held on 18.06.2010 (Friday) at 11.30 o’clock in the hotel Holliday Inn, Skopje (Millennium 1 hall). The conference’s goal is to contribute towards establishing institutional mechanisms for cooperation between the Parliament and Civil society in Republic of Macedonia. The conference will be attended by the members of Parliament of R Macedonia, employees within the parliaments’ departments as well as by representatives of civil society organizations, media and experts.  The work of the councilors of the municipalities Stip, Gostivar, Debarca, Oslomej, Kriva Palanka and Mogila will be monitored by the Citizens Association MOST within this year. According to the Memorandum of cooperation signed by the mayors of these municipalities and MOST, in the frames of the project Accountable, transparent and cooperative local self government, the citizens will be provided with information on the performance of the councilors, the process of public procurements in the municipality, and they will have a chance to debate about the priorities in the municipalities. “The goal is to provide the citizens with information on the work of their representatives in the municipalities, and by that to initiate increased citizens participation in the processes of decision making and policy creating” – stressed Darko Aleksov, Executive director of MOST. In the frames of the project activities two Guidelines will be produced (for the citizens and for the municipality administration). Further on, the work of the councils will be monitored in terms of inclusion and initiatives of the members of the councils within the sessions, the public procurement procedure will be monitored as well and public debates with the citizens about determination of the priorities in the municipalities will be organized. The collected data once in a six months period will be printed and delivered to the citizens. The very same ones will be available on the web page that will be developed and updated by MOST. This project will cover 110 councilors, and the collected data will be delivered to more than 172.000 citizens. The selection of the municipalities was done in accordance with the previously determined criteria like geographical location, demographic features, number of the citizens, number of the councilors, as well as the number of the employees of the local self government administration. At the press conference, besides the executive director of MOST, Darko Aleksov, the mayors of the following municipalities addressed to the public: municipality of Stip, Zoranco Aleksov; Municipality of Mogila, Slavko Velevski; Municipality of Oslomej, Fatmir Dehari; Municipality of Debarca Ljupco Kojcinoski; Municipality of Kriva Palanka, Arsenco Aleksovski and Municipality of Gostivar, Rufi Osmani. They all stressed their clear and unambiguous readiness for responsive and cooperative municipalities towards the citizens. The project will be implemented within the period of 12 months starting from February this year to January 2011 inclusive. It is being implemented in the frames of the program CIVICA Mobilitas which is conducted by the Center for Institutional Development CIRa and financed by the Swiss Agency for Development and Cooperation represented by the Swiss Cooperation Office in Macedonia. The project as well, is supported by the Embassy of the Kingdom of the Netherlands. |

Memorandum of cooperation between MoES and MOST signed |
 The Minister of Education and science Mr. Nikola Todorov and the Executive director of the Citizens Association MOST Mr. Darko Aleksov signed Memorandum of cooperation for the project First Time Voters. The project is focused on the persons who are to cast their right to vote for the first time in the forthcoming elections. The segments of this project are the interactive workshops and the web page, and for the benefit of its implementation the brochures “First Time Voters Guide” and “Election Dictionary” were developed, as well as informative flyers about family and proxy voting and about Voters List on line. On the event of signing the Memorandum, the Minister Todorov stressed that the project’s aim is the senior class students to be educated about their rights and responsibilities. The education will be conducted by trained teams of lawyers and journalists who in a time of a school class will pass the required information to the future voters. “The education of the voters is the key ring in the process of improving the election process and in this direction the focus is placed on the young voters as driving force of the society” – stressed Darko Aleksov, Executive director of MOST and added: “MOST considers that this project will prove that the governmental and non governmental sectors are prepared to contribute towards improvement of the election process and the democracy in general”. The project First Time Voters is being conducted in the senior students classes in the secondary schools. During one school class the trainers and high school students debate on subjects about the election processes and their segments, the process on the Election Day, as well as about the importance of the active citizen for developing the democracy. This stage of the project, which is being conducted six years in a row, is financed by the European Union through the instrument of the EIDHR “Strengthening the Role of Civil Society in Promoting Human Rights and Democratic Reforms” in amount of 49.722 Euros (3.041.276 denars) and by the Embassy of the Kingdom of Netherlands in amount of 17.000 Euros. Up to day, in the pass five school years, MOST has conducted 652 workshops which were attended by more than 17.500 high school seniors who are already voters in the elections. The intention of MOST is the materials debated on the workshops to become part of the regular national curriculum. |

21.01.2010, Skopje PRESS RELEASE COMMENTARY ON ELECTION CODE PROMOTED The Citizens Association MOST promoted the Commentary on Election Code. This edition’s aim is to address the problems identified by the OSCE/ ODIHR and MOST regarding the inconsistent interpretation of the election legislation. Its goal is to provide efficient and unified frame for implementation of the Articles of the Election code by all competent bodies and participants in the process.  “Within the last three election processes there were disputes between the state institutions and participants in the election process due to different interpretation of the legislation which lead to inconsistent respect for the Articles of the Election code and produced mistrust in the decisions” stated Darko Aleksov the Executive Director of MOST. It is anticipated the Commentary on the Election code to be professional tool enriched with precious legal opinions and recommendations. It is anticipated this tool to assist to all stakeholders and to secure unified understanding of the election rights and by that to generate effective implementation of the election legislation. The implementation of the project for preparation of the Commentary was conducted in the period May – December 2009 and it was conducted in accordance with the principles of inclusion and open debate. The expert part was done by Gordana Siljanovska-Davkova, PHD, member of the Venice Commission, the former Judge of the Supreme Court Sabit Kranli and by the consultants of the OSCE/ODIHR and Venice Commission Victor Ullom and Vanja Skoric. The Commentary of the Election Code was prepared on the bases of the Election code and its alterations and amendments, and it was financially supported by the OSCE Spillover monitoring mission to Skopje and the Royal Embassy of the Kingdom of Netherlands. Mrs. Tilnay, the Head of Rule of Law department of the OSCE Spillover Monitoring mission to Skopje stressed that they will remain devoted to the cooperation with the domestic and international stakeholders included in the elections because taking concrete steps is essential for achieving election reforms. Copies of the edition will be distributed to all institutions, organizations, political parties and other stakeholders in the next days. |
